    Geoff Barsch, Sr. Associate Vice President, Business Operations

    Geoff was appointed Associate Vice President overseeing business operations on July 1, 2012, after holding the position of Assistant Vice President for Budget and Finance since September 2009.  He has 27 years of experience working for the state of Colorado.  Prior to working for the University of Colorado, Geoff served as the Budget Director for the Colorado School of Mines and the Colorado Community College System.  Other experience includes positions with the Colorado Commission on Higher Education (CCHE), Colorado Legislative Council, the Governor’s Office of State Planning and Budgeting, and the Colorado State Auditor’s Office.  Geoff is a graduate of Colorado State University (1987) and the University of Colorado (2015).  He and his wife, Susan, have two sons – one a graduate of the University of Colorado at Boulder and one currently enrolled there.

    Dan Wilson, Treasurer, Chief Investment Officer, and Associate Vice President

    Dan has 35 years of progressive experience in management and financial administration.  He has specialized in debt issuance, investment and cash management, and in banking operations.  He served as Director of Treasury Operations for the University Corporation for Atmospheric Research (UCAR) in Boulder, Colorado for 20 years.  In this position he was responsible for cash management, debt issuance and compliance, investment management, financial reporting to UCAR’s Board, and banking relations.  He was responsible for oversight and reporting of UCAR’s unrestricted funds and handled UCAR’s technical tax issues and compliance.  He oversaw debt-financed capital expenditures and financial risk assessment. 
    Before assuming this position in 1995, Dan held a number of positions within UCAR, including Director of Finance and Accounting Manager.  Before joining UCAR, he worked as an auditor for Deloitte & Touche, a large consulting firm. He graduated cum laude with a Bachelor of Science in Accounting from Brigham Young University and completed a Master’s Degree from the Institute for Professional Accountancy at the Brigham Young University.  He is a Certified Public Accountant since 1981 and a Certified Treasury Professional since 2005. He is married and has six children and seventeen grandchildren.  He likes to climb mountains, backpack, fish, ski, play basketball, and perform community service.  He loves challenges and is currently over 50% finished with climbing all the 14ers in Colorado as well as hiking, biking, and skiing the 500 mile Colorado Trail.

    Sandy Hicks, Associate Vice President & Chief Procurement Officer, Procurement Service Center

    Sandy, CPPB, leads the Procurement Service Center (PSC) and is responsible for overseeing the procurements and payables for the University whose annual spend is over 1 billion dollars.  Sandy manages a staff of 46 whose functional areas include Purchasing Services, Strategic Procurement, Payable Services, Commercial Card Program, Travel Program, Small Business Program, Contract Services, and Procurement Systems.  She was instrumental in the successful implementation of procurement technologies, such as SciQuest and Concur.  Under her leadership, the PSC has won multiple awards including the 2010 and 2015 Excellence in Procurement Award from the National Association of Educational Procurement (NAEP) and the 2015 Achievement of Excellence in Procurement Award from the National Procurement Institute.  Sandy is a Past President of NAEP.  She currently serves as the chair of the NAEP Innovators Forum. She was the recipient of the 2013 NAEP Bert C. Ahrens Achievement Award.  Sandy is a University of Colorado Boulder alum.

    Terry Lee, Associate Vice President, Risk Management

    Terry has 29 years of experience in risk management, insurance, and cost containment.  He is responsible for managing the risk-financing and self-administration of property, liability, and workers’ compensation claims for the CU system.  In addition, he is responsible for working with campus leadership, staff, and faculty to identify, assess, and manage the unique risks associated with a major research institution. 
    Prior to joining CU, Terry worked for Standard & Poor’s as an analyst and spent ten years as a Director of Blue Cross/Blue Shield providing risk management and insurance services to large employers including the University of Colorado.  He worked closely with the state legislature and agencies, lobbyists, and stakeholders on the Workers’ Compensation Reform Bill of 1991.   Governor Bill Owens appointed Terry to the State of Colorado Self-Insurance Board of Directors where he later joined the state working on regulatory policies and insurance compliance.  He is past President of the Public Risk Insurance Management Association, Colorado Hospital Association Risk Managers, and the Colorado Self-Insurers Association.  Terry currently serves as an advisor and lecturer for the CU Denver Business School and is a Deputy for the Risk and Insurance Management Society.  He attended the University of Northern Colorado, lives in Castle Rock with his wife Lisa and their three children.

    Robert C. (Bob) Kuehler, Associate Vice President, University Controller

    Bob has Accounting and Finance degrees from Texas Tech University and is a Certified Public Accountant (CPA) in the states of Colorado and Texas.  He has been practicing accounting in the governmental sector for over 24 years.  His public accounting experience spans 21 years, six of those as partner at KPMG LLP. During his tenure in public accounting, the majority of Bob’s clients represented the public sector, such as higher education institutions and state and local governments.
    Bob has led a number of initiatives since joining CU in July 2009. Under his direction, the Office of University Controller: won national recognition for innovation in financial reporting; implemented a Continuing Professional Education program approved by the National Association of State Boards of Public Accountancy; expanded the scope of services provided to CU System; spearheaded the upgrade to PeopleSoft 9.2; and significantly enhanced and expanded use of the University’s internal financial reporting tool.

    Chad Marturano, Senior Director, Budget and Strategic Planning

    Chad has been with the University of Colorado System office since June 2014.  Prior to working at CU, Chad served as the Director of Legislative Affairs for Colorado Department of Higher Education and Colorado Commission on Higher Education (CCHE) and worked in Gov. Bill Ritter’s Office of State Planning and Budgeting (OSPB) where he was a lead analyst on Higher Education, K-12 Education, Public School Finance, and various other state agencies.  Chad has also worked at the Colorado Department of Education (CDE) in its Public School Finance Unit.  Before joining state government, Chad worked at Pacey Economics, Inc., a private economic consulting firm in Boulder, Colorado.  Chad holds a Master’s degree in political science with an emphasis on public policy from the University of Colorado Denver and a Bachelor’s degree in economics from Colorado State University.  Chad lives in the Denver metro area with his wife, Laura and their two sons.

    Teresa Osborne, Senior Director, Capital Construction and Planning

    Teresa has over 30  years of experience in capital asset budgeting and planning.   In her current role, she provides support and analysis to the University of Colorado (CU) Board of Regent Capital Construction Subcommittee, is the Ex Officio member of the CU Design Review Board and leads the annual state capital budget process for the CU system.  Teresa is the former Senior Director of Budget and Planning for the CU system office and the former Director of Policy and Fiscal Analysis for the CU Denver campus.  Prior to working for CU, Teresa was an analyst for Colorado Legislative Council, the Governor’s Office of State Planning and Budgeting, and the Colorado Department of Higher Education.  Teresa started her career as a city planner providing development review, comprehensive master planning, and economic development analysis for the cities of Aurora and Lakewood, Colorado.  Teresa received an undergraduate degree in Political Science and Environmental Science and a Master of Urban and Regional Planning degree from CU.

    Nora Sandoval, Director, System Administration Business Office

    Nora has more than 15 years of experience in budget and accounting and 8 years working in higher education.  In her current role, she serves as the budget and accounting liaison for the ICCA, Auxiliary and Initiative budgets of the System Administration.  This includes collecting the needs and requests of all of the departments to develop the ICCA needs and allocations for System Administration.  Nora also monitors all of the funds at System Administration to review and analyze patterns and anomalies that may arise.  Prior to joining the University of Colorado, Nora served the Department of Human Services Fort Logan Mental Health Hospital for 7 years as a Cost Accountant.  She is married and has four children, ranging from ages 8 to 20.

    Celina Duran, Director, Financial Policy Analysis

    Celina joined the University of Colorado in September 2015.  She is responsible for collaborating with the campus budget directors on the University budget process.  She provides support to the Budget and Finance office in the development of the annual budget, assists in preparing responses to internal and external constituent requests for finance related policy questions, and continually works to improve financial policy outcomes at the University.    She comes from the Colorado Department of Higher Education (CDHE) where she worked on the budget team for nearly eight years specializing in financial aid policy and tuition classification.  She has experience with state higher education finance policy, performance funding, and the statewide budget process.   She has a Master’s in Public Administration from University of Colorado Denver. 

    Ryan Allred, Director, Institutional Research and Effectiveness

    Ryan has more than 20 years of experience in information technology and over 11 years working in higher education.   In his current role, he provides data support and analysis to Budget and Finance, the Board of Regents, Academic Affairs and other university departments.  In addition, he works with campuses and the state of Colorado on issues related to data collections, IPEDS, research projects, surveys and studies in support of institutional assessment, planning, decision-making and quality improvement.  Prior to joining the University of Colorado in December 2014, Ryan served the Colorado Department of Higher Education (CDHE) for 10 years supporting student data collections, building business intelligence systems, providing data and information for legislative reports, policy analysis, and other inquiries.  He has also served as a software consultant for educational organizations, web and database developer, adjunct instructor, and Sergeant in the U.S. Marine Corps.  Ryan has a Master's in Information Systems from the University of Colorado Denver and lives in Highlands Ranch with his wife and two children.

    Anna Aguirre, Associate Director, System Administration Business Office

    Anna has more than 20 years of experience in budgeting and fiscal analysis including 18 years working in higher education. In her current role, she provides budget support and analysis to Budget and Finance and to the System departments. She also is responsible for the System budgets through review and reconciliation, the annual merit pool process, position budgeting, monitoring payroll, salary, and expense transactions, and generating reports and calculations.  Prior to joining the University of Colorado, Anna was a Senior Budget Analyst at the Colorado School of Mines for 11 years supporting Administration in budget analysis, forecast analysis, and providing data and fiscal information. For seven years, Anna was a Budget Analyst at the University of Colorado at Denver. Anna is a CU alumna, receiving both her bachelor’s degree and master’s degree from the University of Colorado at Denver.

    Samantha Vang, Accounting Professional, System Administration Business Office

    Samantha provides financial support for various System Departments, monitors gifts and scholarship endowments and is the parking liaison. She was a student employee from 2009 to 2011 and returned to the Budget and Finance Department in June 2014. Prior to joining the University, she was a Research Program Coordinator at Children’s Hospital Colorado supporting nurse scientists in the organization and development of continuing nursing education credit. Sam is currently enrolled at Regis University working towards an MBA in Finance and Accounting.
